Your interim license is not accepted as a permanent substitute – once it expires, you must have either passed your test and applied for the full license, or you’re no longer legally allowed to drive.

How to Convert Your Interim License to a Full Driving License: Step-by-Step
Step 1: Enroll at an NTSA-registered driving school Choose a school that is officially registered with NTSA – this is non-negotiable, as uncertified training certificates will be rejected at the licensing stage. Fees typically range from KES 8,000–20,000 for Class B (private cars) and KES 15,000–35,000 for Class C and above (commercial vehicles).
Step 2: Complete your practical and theory training Most schools require 14–30 hours of practical instruction, alongside theory covering the Highway Code and traffic rules.
Step 3: Book your NTSA driving test on TIMS Log in to your TIMS account, select the driving test booking option, and choose an available slot. The test itself has two parts – a written theory test and a practical road test – with a fee of roughly KES 1,000.
Step 4: Sit and pass both parts of the test Once you pass, your results are uploaded directly into the TIMS system – you don’t need to carry any paperwork to the next stage.
Step 5: Apply for your full (Smart) driving license Log back in to TIMS, go to the driving license section, and select Apply for Smart Driving License. The system will already show your passed test results.
Step 6: Pay the licensing fee Pay KES 3,050 for a 2-year license or KES 5,050 for a 3-year license via M-Pesa, card, or bank transfer through eCitizen.
Step 7: Book biometric capture Select your preferred NTSA office and appointment slot for fingerprint and photo capture – this is mandatory and cannot be done remotely.
Step 8: Collect your full driving license Your smart driving license is typically ready for collection within 2–4 weeks. You’ll get an SMS once it’s ready – until then, your interim license remains valid as your legal driving authority.
